24 <br /> 1 Wellness funding by the TPA was also considered and UHC was the most competitive. UHC <br /> 2 will fund $25,000 each year for the next three years. The closest competitor was $12,500 <br /> 3 respectively. <br /> 4 <br /> 5 Health Insurance <br /> 6 Gallagher Benefit Services (GBS) estimates no change in the FY2016-2017 health care budget. <br /> 7 In addition, no plan design changes are recommended. All covered benefits, co-pays, co- <br /> 8 insurance and deductibles are expected to remain the same. Administrative fees and claims <br /> 9 utilization are considered when setting premium equivalent rates. The administrative fee <br /> 10 savings of$150,000 represents approximately 1.29 percent of the current FY budget ($11.6 <br /> 11 million). The administrative fee reduction is projected to be absorbed within claims utilization; <br /> 12 therefore the Manager is not recommending a change to the current year budget or premium <br /> 13 equivalents for FY2016-2017. <br /> 14 <br /> 15 Dental and Vision Insurance <br /> 16 Delta Dental is the County's current dental provider and Community Eye Care provides the <br /> 17 County's vision plan. As part of three-year contract, the County will continue providing dental <br /> 18 coverage through Delta Dental. The current budget for dental insurance coverage is <br /> 19 approximately $320,000 annually. No increase in premium is recommended for FY 2016-2017. <br /> 20 In fact, the County will improve the dental plan design by removing diagnostic and preventative <br /> 21 services from the annual maximum of$1,200 of covered services to promote preventative oral <br /> 22 health care. <br /> 23 <br /> 24 A motion was made by Commissioner Jacobs, seconded by Commissioner Price for the <br /> 25 Board to: <br /> 26 1. Approve the recommendation of contracting with UnitedHealth Care as the County's <br /> 27 Third Party Administrator for the County's health insurance programs; <br /> 28 2. Grant authority to the Manager to renew the Third Party Administrator contract with <br /> 29 UnitedHealth Care; <br /> 30 3. Grant authority to the Manager to contract with a Stop Loss Insurance Carrier as <br /> 31 appropriate; <br /> 32 4. Maintain current premium equivalent rates for FY2016-2017 health coverage <br /> 33 renewal; <br /> 34 5. Approve the recommended changes to the Dental program of removing diagnostic <br /> 35 and preventative services from the annual maximum; and <br /> 36 6. Approve aligning all dental services to a fiscal year verses a calendar year. <br /> 37 <br /> 38 VOTE: Ayes, 6; Nays, 1 (Commissioner Rich) <br /> 39 <br /> 40 Commissioner Rich commended staff's efforts but said she voted no because United <br /> 41 Healthcare is part of the American Legislative Exchange Council (ALEC) and she believes <br /> 42 ALEC writes laws that are detrimental to the state of North Carolina. <br /> 43 <br /> 44 8.
