He <br /> 6 said he supports lifting people, not isolating them. <br /> 7 Chair McKee referred to goal number 5, funding available for housing rehabilitation <br /> 8 projects, and advocated an increase in this amount, as people like to stay in their homes. <br /> 9 Chair McKee said it is important for all numbers to align, across the County, Towns, <br /> 10 agencies, etc. <br /> 11 Audrey Spencer Horsley said the numbers may not perfectly align, but the overall trends <br /> 12 that the numbers show do align. <br /> 13 Commissioner Price said when it comes to this type of data, certain programs use just <br /> 14 census data and more local entities use different sources for data. <br /> 15 Audrey Spencer Horsley referred to the existing minimum housing standards and said <br /> 16 there is no way to enforce them. She encouraged the Board to think about this going forward, <br /> 17 as it is important. <br /> 18 <br /> 19 <br /> 20 5. Public Hearings <br /> 21 <br /> 22 a. Orange County's Proposed 2016 Legislative Agenda <br /> 23 The Board considered: <br /> 24 1) Conducting a public hearing on Orange County's potential legislative items for the 2016 <br /> 25 North Carolina General Assembly Session; <br /> 26 2) Closing the public hearing and review and discuss the Legislative Issues Work Group's <br /> 27 (LIWG) proposed 2016 legislative package and any other potential items for inclusion in <br /> 28 Orange County's legislative agenda package for the 2016 North Carolina General <br /> 29 Assembly Session; <br /> 30 3) Consider approval of one proposed legislative matters resolution on Statewide Issues; <br /> 31 4) Consider approval of one proposed legislative matters resolution on the Orange County <br /> 32 detention center property; and <br /> 33 5) Consider identifying three to five specific items from the entire package to highlight for <br /> 34 priority discussion at the April 18, 2016 breakfast meeting with Orange County's <br /> 35 legislative delegation. <br /> 36 <br /> 37 Greg Wilder, Assistant to the County Manager for Legislative Affairs, reviewed the <br /> 38 following information: <br /> 39 <br /> 40 BACKGROUND: <br /> 41 The North Carolina General Assembly "short session" will convene on Monday, April 25, 2016. <br /> 42 In past years the Board of Commissioners has appointed two Commissioners to serve on a <br /> 43 Legislative Issues Work Group (LIWG) to work with staff to develop a proposed legislative <br /> 44 package for the County. Based on the work of the LIWG, the BOCC has then reviewed and <br /> 45 approved packages of legislative items to pursue for the respective North Carolina General <br /> 46 Assembly sessions. Commissioners Penny Rich and Mia Burroughs are serving on the 2016 <br /> 47 LIWG and have worked with staff on the proposed 2016 legislative package, which is attached. <br /> 48 <br /> 49 At its March 22, 2016 regular meeting, the Board approved an item on the Consent agenda <br /> 50 providing notice of this public hearing on Orange County's proposed 2016 legislative agenda. <br />
