11 <br /> 1 <br /> 2 The Orange County Board of Commissioners met on January 29, 2016 for an annual retreat. In <br /> 3 reviewing the previous six goals the Board has used since 2009, affordable housing was a high <br /> 4 priority under Goal 1: Ensure a community network of basic human services and infrastructure <br /> 5 that maintains, protects, and promotes the well-being of all county residents. The Board stated <br /> 6 that there be a priority for decent, standard housing options for all residents regardless of <br /> 7 household income level and that funds be used to develop a targeted number of units (set <br /> 8 numerical goal), especially rentals. The AHSP addresses this priority of the Board. <br /> 9 <br /> 10 The AHSP analyzes the current rental and homeowner housing market, examines housing <br /> 11 market trends and economic trends, specifically in relation to household income and identifies <br /> 12 the widening gap between needs and affordable housing countywide as well as public policies <br /> 13 and actions affecting affordable housing in the County. The AHSP identifies goals for the next <br /> 14 five years, and proposes strategies and opportunities to meet those goals. <br /> 15 <br /> 16 In order to begin to meet the need for affordable housing in Orange County, particularly <br /> 17 residents who are most cost burdened at 30% to 50 % median income as discussed in the <br /> 18 AHSP, the ASHP has an overarching shared countywide goal of creating 1,000 assisted <br /> 19 affordable housing units in five years. The shared countywide goal of 1,000 assisted units are <br /> 20 to be provided through acquisition, construction, urgent repair, assisted housing, and <br /> 21 rehabilitation of the existing housing stock over the next five (5) years. <br /> 22 <br /> 23 At least 500 of those units are recommended to be new assisted rental units that do not exist <br /> 24 today. They would be created through the planned November 2016 $5 million bond referendum <br /> 25 for affordable housing. Of those 500 new units, twenty-five to thirty percent (25%-30%) will be <br /> 26 targeted to serve extremely and very low-income households, at or below 30% — 50% of <br /> 27 median income. Another twenty-five to thirty percent (25%-30%) of the new units would be <br /> 28 targeted to serve special needs populations including the homeless, persons with physical <br /> 29 and/or mental disabilities and older adults. The remaining 500 units would be units provided for <br /> 30 individuals and households that are at or below 50-80% of median income for the County and <br /> 31 would include rental and homeownership units. <br /> 32 <br /> 33 The AHSP has identified ten goals with strategies provided for each goal and action and <br /> 34 recommendations to implement them. The thirty-three: Actions (A)/Recommendations(R) are <br /> 35 listed with each goal and set of strategies. Those numbered with (AR) are <br /> 36 Actions/Recommendations staff is requesting to pursue immediately and or require funding <br /> 37 decisions. With the Board's approval of the AHSP, staff will bring back to the Board detailed <br /> 38 work plans and metrics in collaboration with community and municipal partners and County <br /> 39 agencies. <br /> 40 <br /> 41 The ASHP builds on the analyses, data, community-wide input, findings and strategies in the <br /> 42 Orange County Consolidated Plan and the Analysis of Impediments to fair housing choice <br /> 43 prepared for the Orange County HOME Consortium that is comprised of Orange County and <br /> 44 the Town of Carrboro, Town of Chapel Hill and Town of Hillsborough. The AHSP identifies the <br /> 45 critical need for affordable housing for individuals and households of extremely and very low <br /> 46 income and for population groups with special needs including the homeless, persons with <br /> 47 physical and or mental disabilities and the elderly. <br /> 48 <br /> 49 The AHSP reviewed existing affordable housing programs and tools of the County and covers <br /> 50 an assessment of the county's housing stock.
