10 <br /> 1 Carolina Fair Housing Act prohibiting discrimination in housing on the basis of <br /> 2 race, color, sex, religion, national origin, disability and familial status; and <br /> 3 <br /> 4 WHEREAS, the Orange County Board of Commissioners enacted the Orange County Civil <br /> 5 Rights Ordinance on June 6, 1994, which affords to the residents of Orange <br /> 6 County the protections guaranteed by the Fair Housing Act and additionally <br /> 7 encompasses the protected classes of Veteran Status and Age; and <br /> 8 <br /> 9 WHEREAS, Orange County and the U. S. Department of Housing and Urban Development <br /> 10 as well as concerned residents and the housing industry are working to make fair <br /> 11 housing opportunities possible for everyone by encouraging others to abide by <br /> 12 the letter and the spirit of fair housing laws; and <br /> 13 <br /> 14 WHEREAS, the U.S. Department of Housing and Urban Development annually declares the <br /> 15 month of April as National Fair Housing Month, designating Shared Opportunity <br /> 16 in Every Community as the national theme and ideal for 2016; and <br /> 17 <br /> 18 WHEREAS, despite the protections afforded by the Orange County Civil Rights Ordinance and <br /> 19 the Fair Housing Act, illegal housing discrimination still occurs in our nation and <br /> 20 within our County; and <br /> 21 <br /> 22 WHEREAS, by supporting and promoting fair housing and equal opportunity, we are <br /> 23 contributing to the strength of our County, State and Nation; <br /> 24 <br /> 25 NOW, THEREFORE, we, the Board of County Commissioners of Orange County North <br /> 26 Carolina, do proclaim April 2016 as FAIR HOUSING MONTH and commend this observance to <br /> 27 all Orange County residents. <br /> 28 <br /> 29 This the 5t" day of April 2016. <br /> 30 <br /> 31 A motion was made by Commissioner Jacobs, seconded by Commissioner Price for the <br /> 32 Board to approve the proclamation and authorize the Chair to sign the proclamation. <br /> 33 <br /> 34 VOTE: UNANIMOUS <br /> 35 <br /> 36 f. Proposed Orange County FY 2016 - 2020 Affordable Housing Strategic Plan <br /> 37 The Board received the Draft of the Proposed Orange County FY 2016- 2020 <br /> 38 Affordable Housing Strategic Plan. <br /> 39 Bonnie Hammersley said the objective this evening is to do an overview of the <br /> 40 presentation, and a more in depth conversation will occur at the work session on May 10. <br /> 41 Audrey Spencer Horsley, Housing, Human Rights, Community Development Director, <br /> 42 reviewed the following information: <br /> 43 <br /> 44 PURPOSE: To receive the Draft of the Proposed Orange County FY 2016- 2020 Affordable <br /> 45 Housing Strategic Plan. <br /> 46 <br /> 47 BACKGROUND: This Proposed 2016— 2020 Affordable Housing Strategic Plan (AHSP) has <br /> 48 been developed as the County's vision for addressing affordable housing needs over the next <br /> 49 five (5) years. Affordable housing is a foundation for achieving self-sufficiency and promotes <br /> 50 stronger, more inclusive communities. <br />
