ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: August 30, 2007 <br />Action Agenda <br />Item No. 5 <br />SUBJECT: Proposed 2008-18 Capital Investment Plan and 2008-09 Budget Timeline <br />DEPARTMENT: County Manager, Budget PUBLIC HEARING: (Y/N) No <br />ATTACHMENTS: INFORMATION CONTACTS: <br />Fiscal Year 2008-09 Timelines and Laura Blackmon, (919) 245-2300 <br />Milestones Donna Coffey, (919) 245-2151 <br />PURPOSE: To approve the proposed 2008-18 Capital Investment Plan and 2008-09 Budget <br />timeline and discuss strategies for setting Board and community priorities. <br />BACKGROUND: <br />During the Manager's review in June 2007, she proposed timelines for the upcoming 2008-18 <br />Capital Investment Plan (CIP) and 2008-09 Budget. Since that time, staff has modified the <br />original timeline slightly -more specifically by moving the CIP presentation from October 9, <br />2007 to October 23, 2007. <br />The Manager has also proposed a facilitated '/2-day workshop for the Board to engage with <br />County staff and focus on long-range plans by identifying goals and priorities. Should the Board <br />approve Item 2 on this agenda (Changes in BOCC Regular Meeting Schedule for 2007), the <br />workshop will be held on the afternoon of September 14, 2007 and will be facilitated by Dr. <br />Phillip Boyle. This initial workshop, to be held at the Link Government Services Center in <br />Hillsborough, will allow the Board to identify driving forces and challenges that currently or will <br />soon face the County and then look for ways to navigate policy issues, balance choices and <br />make collective decisions. <br />FINANCIAL IMPACT: The approved 2007-08 General Fund budget includes funds to cover the <br />anticipated facilitation cost. <br />RECOMMENDATION(S): The Manager recommends that the board approve the timeline and <br />milestones for fiscal year 2008-09, discuss strategies for setting Board and community <br />priorities, grid provide direction to staff, as appropriate. <br />
