Amendment Outline Form - Rezoning of <br /> Parcels in the Hillsborough Economic <br /> Development District, South of Interstate <br /> 40 in the Vicinity of Old Highway 86 <br /> PURPOSE: To consider and approve process components and schedules for upcoming <br /> government-initiated amendments to the Town of Hillsborough/Orange County Central Orange <br /> Coordinated Area Land Use Plan, the Orange County Unified Development Ordinance (UDO), <br /> and the Orange County Zoning Atlas. <br /> BACKGROUND: Three related amendments are being proposed to further Board of County <br /> Commissioners' goals to promote economic sustainability through planning policies and orderly <br /> growth. These related, but separate, items pertain to the Hillsborough Economic Development <br /> District, particularly the portion of the district located south of Interstate 40 in the vicinity of Old <br /> Highway 86. <br /> The three amendments affect the Hillsborough Economic Development District, particularly the <br /> area south of Interstate 40 in the vicinity of Old Highway 86 where the County is currently <br /> working on plans to invest approximately $1.5 million to extend water and sewer infrastructure. <br /> The amendments strengthen the economic development potential by targeting jobs and tax <br /> base building land use and reducing residential potential. <br /> The amendments are being coordinated with Town of Hillsborough staff and Town Board action <br /> is necessary for the proposed amendments to the Joint Land Use Plan. The Town's and <br /> County's processes for this amendment would run concurrently. These items are planned for <br /> the September 12, 2016 Quarterly Public Hearing. <br />
