Windrow turning shall not occur without consulting weather forecasts for favorable <br /> conditions including temperature,'wind direction„-temperature inversions,and <br /> precipitation. <br /> 12. The odor management plan shall be followed to minimize odors at the facility <br /> boundary. Upon receipt of a facility complaint the facility operator shall investigate <br /> and take action as necessary to minimize the cause-of the complaint. A copy of all <br /> complaints regarding this facility shall be maintained for two years including the <br /> operator's actions taken to resolve the complaints, <br /> 13.-Feedstocks shall not be received that are in an anaerobic state, - <br /> 14. The facility shall be-operate.d in a manner that reduces the potential for vector <br /> attraction. <br /> 15. Stockpiling of finished product shall be limited to a height-of 60'. <br /> 16: The facility operational capacity for this permit shall be limited to 75,000 tons of <br /> feedstocks per year received for composting. <br /> 17.This permit shall expire on January 22,2015. Changes in ownership,increase in <br /> facility capacity,'or receiving feed stocks not identified in the permit application,shall <br /> require a permit modification. <br /> • <br /> • <br />
