5 <br /> 1 Chair McKee said he accepted Commissioner Dorosin's disagreement and agreed with <br /> 2 him about the example given. He said the ordinance crosses the line by stating that nothing <br /> 3 can be printed, circulated, mailed, etc., and affects private communications between individuals. <br /> 4 Commissioner Price said if she is reading the ordinance correctly it means that you <br /> 5 cannot prohibit someone's usage of public accommodations. <br /> 6 Chair McKee said he reads a literal interpretation of the ordinance. <br /> 7 Commissioner Burroughs asked Commissioner Dorosin if the ordinance contains <br /> 8 standard public accommodation language that came into being in the 1960s with the Civil <br /> 9 Rights Act. <br /> 10 Commissioner Dorosin said it is public accommodation language. He said the <br /> 11 ordinance specifically talks about signs, mailings, and publications that one should be denied <br /> 12 accommodations in a place of public accommodation. <br /> 13 <br /> 14 A motion was made by Commissioner Jacobs, seconded by Commissioner Dorosin to <br /> 15 adopt the Orange County Resolution in Support of the City of Charlotte Non-Discrimination <br /> 16 Policy. <br /> 17 <br /> 18 VOTE: Ayes, 6; Nays, 1 (Chair McKee) <br /> 19 <br /> 20 Commissioner Dorosin said the legislature is going into special session tomorrow about <br /> 21 this issue and he believed it will restrict local governments even more. <br /> 22 Commissioner Rich said the bill had not been dropped as of this afternoon. <br /> 23 <br /> 24 5. Public Hearings <br /> 25 <br /> 26 a. Public Hearing on the Financing of Various Capital Investment Plan Projects <br /> 27 The Board conducted a public hearing on the issuance of approximately $8,150,000 to <br /> 28 finance capital investment projects and equipment for the fiscal year as approved in the 2015- <br /> 29 2016 Capital Investment Plan; and to approve a related resolution supporting the County's <br /> 30 application to the Local Government Commission (LGC) for its approval of the financing <br /> 31 arrangements. <br /> 32 Gary Donaldson, Orange County Chief Financial Officer, said the purpose of this <br /> 33 evening is to conduct a public hearing on the issuance of approximately $8,150,000 to finance <br /> 34 capital investment projects, and equipment for the fiscal year as approved in the 2015- 2016 <br /> 35 Capital Investment Plan; and to approve a related resolution supporting the County's application <br /> 36 to the Local Government Commission (LGC) for its approval of the financing arrangements. <br /> 37 <br /> 38 BACKGROUND: <br /> 39 County staff estimates that the total amount to be financed for capital investment projects and <br /> 40 equipment will be approximately $8,150,000. The financing will include amounts to pay <br /> 41 transaction costs. <br /> 42 <br /> 43 The statutes require that the County conduct a public hearing on the proposed financing. A <br /> 44 copy of the published notice of this hearing is provided in their agenda packet. <br /> 45 <br /> 46 After conducting the public hearing and receiving public input, the Board will consider the <br /> 47 adoption of the resolution (Attachment 2). This resolution formally requests the required <br /> 48 approval from the North Carolina Local Government Commission (LGC) for the County's <br /> 49 financing, and makes certain findings of fact as required under the LGC's guidelines.
