1 <br /> 1 Attachment 1 <br /> 2 <br /> 3 DRAFT MINUTES <br /> 4 BOARD OF COMMISSIONERS <br /> 5 REGULAR MEETING <br /> 6 March 22, 2016 <br /> 7 7:00 p.m. <br /> 8 <br /> 9 The Orange County Board of Commissioners met in regular session on Tuesday, March 22, <br /> 10 2016 at 7:00 p.m. at the Southern Human Services Building, in Chapel Hill, N.C. <br /> 11 <br /> 12 COUNTY COMMISSIONERS PRESENT: Chair McKee and Commissioners Mia Burroughs, <br /> 13 Mark Dorosin, Barry Jacobs, Bernadette Pelissier, Renee Price and Penny Rich <br /> 14 COUNTY COMMISSIONERS ABSENT: <br /> 15 COUNTY ATTORNEYS PRESENT: John Roberts <br /> 16 COUNTY STAFF PRESENT: County Manager Bonnie Hammersley, Deputy County Manager <br /> 17 Travis Myren and Clerk to the Board Donna Baker (All other staff members will be identified <br /> 18 appropriately below) <br /> 19 <br /> 20 Chair McKee called the meeting to order at 7:06 p.m., and asked for a moment of <br /> 21 silence for the people in Belgium. <br /> 22 <br /> 23 1. Additions or Changes to the Agenda <br /> 24 <br /> 25 - Yellow sheet - Proposed Addition to the Agenda, Item 4a: Orange County Resolution in <br /> 26 Support of the City of Charlotte Non-Discrimination Policy <br /> 27 - White sheet - copy of City of Charlotte's amended ordinance <br /> 28 - Planning Department's Monthly report <br /> 29 - Chapel Hill-Carrboro City Schools (CHCCS) CIP Newsletter <br /> 30 <br /> 31 A motion was made by Commissioner Jacobs, seconded by Commissioner Rich to <br /> 32 approve adding Item 4a to the agenda. <br /> 33 <br /> 34 Chair McKee said he would not be able to vote in favor of adding this item, due to the <br /> 35 issue of transparency. He said the people of Orange County did not know this agenda item <br /> 36 was going to be added, and the topic is a divisive one, sparking strong emotions. <br /> 37 <br /> 38 VOTE: Ayes, 6; Nays, 1 (Chair McKee) <br /> 39 <br /> 40 - Additional Closed Session Item- Personnel: To Be Added <br /> 41 <br /> 42 A motion was made by Commissioner Rich seconded by Commissioner Pelissier to add <br /> 43 an additional item to the closed session for the purpose of: <br /> 44 <br /> 45 "To consider the qualifications, competence, performance, character, fitness, conditions of <br /> 46 appointment, or conditions of initial employment of an individual public officer or employee or <br /> 47 prospective public officer or employee" NCGS § 143-318.11(a) (6). <br /> 48 <br /> 49 VOTE: UNANIMOUS <br /> 50 <br />
