14 <br /> 1 referendum and consider a proposed charge to, and structure of, that Bond Education <br /> 2 Committee. <br /> 3 Commissioner Rich asked if there is a plan for how affordable housing will be discussed. <br /> 4 Chair McKee said he understood her concern, but asked if there are two separate <br /> 5 committees how will they be coordinated. <br /> 6 Commissioner Rich said perhaps two committees are not needed, but she wanted to <br /> 7 make sure that affordable housing does not get drowned out. <br /> 8 Commissioner Burroughs said there are a disproportionate number of housing <br /> 9 representatives on the committee, as related to the amount of funding, which she deems <br /> 10 acceptable as the community knows less about affordable housing. She said she believes that <br /> 11 one committee can focus on both topics. <br /> 12 Commissioner Rich asked if the chair of this committee is known. <br /> 13 Chair McKee said the BOCC will need to decide this. <br /> 14 Commissioner Pelissier said this is an education committee, not one for prioritizing the <br /> 15 projects. She said the Board of Commissioners will determine the priorities and this committee <br /> 16 will then create a plan for public education. <br /> 17 Commissioner Price said she would favor one committee. <br /> 18 Commissioner Jacobs said the BOCC passed a resolution in the spring and these <br /> 19 conversations need to be tracked. He said the affordable housing discussion may take more <br /> 20 time. <br /> 21 Commissioner Jacobs echoed Commissioner Pelissier's comments stating that <br /> 22 education is different than formulating a plan. <br /> 23 Commissioner Dorosin said the affordable housing plan will be coming to the BOCC on <br /> 24 April 5th and that track is moving forward in time for this committee. <br /> 25 Commissioner Jacobs said how does the affordable housing plan relate to the housing <br /> 26 providers in the community, the municipality's plans, and taking this to the voters because <br /> 27 historically topic has been a hard sell with the community. <br /> 28 Bonnie Hammersley said the Housing Director is already scheduled to make a <br /> 29 presentation of this plan to the community. She said the municipalities and the stakeholders all <br /> 30 have a draft copy of the plan. She said several meetings are scheduled to present to the <br /> 31 stakeholders and she will review dates and locations of those meetings. <br /> 32 Commissioner Jacobs said in 2001 the committee co-chairs were selected by the Board <br /> 33 of County Commissioners. <br /> 34 Chair McKee said that would be in the Board's purview to decide. <br /> 35 Commissioner Dorosin asked if there are legal restrictions on what the County can and <br /> 36 cannot do, as relates to educating the public and promoting the bond. <br /> 37 John Roberts said yes, the County cannot expend funds to promote one viewpoint or the <br /> 38 other, but funds can be spent to educate the public and encourage the public to vote. <br /> 39 <br /> 40 Proposed Committee Composition: <br /> 41 4 Orange County residents <br /> 42 2 CHCCS representatives <br /> 43 2 OCS representatives <br /> 44 1 Affordable Housing Advisory Board Representative <br /> 45 3 Affordable Housing Non Profits' Representatives <br /> 46 2 Board of County Commissioners <br /> 47 <br /> 48 Support/Technical Staff: Manager's office, Community Relations, Housing Staff <br /> 49 <br /> 50 PROPOSED CHARGE TO BOND EDUCATION COMMITTEE <br />
