2 <br />4. Zoning Text Staff Comment. Staff is in the process of drafting the implementing <br />methodology, including the conditional rezoning process, to develop a rural economic <br />development area (REDA) for the NC Highway 57 area as referenced within the Small <br />Area Plan for review.at the November Quarterly Public Hearing. <br />5. Zoning Atlas/Map Staff Comment. Staff is in the process of drafting the necessary <br />zoning atlas amendment,.tentatively entitled the NC Highway 57 REDA, for review at the <br />November Quarterly Public Hearing. This amendment will require the notification of <br />surrounding property owners of the Public Hearing, including a detailed explanation of <br />how the REDA process will function. Staff has already prepared the necessary letters <br />and will send them out at the appropriate time. <br />6. Petitioner Application (pending -the petitioner in this case can be property owners if they <br />wish to avail themselves of this planning program). <br />FINANCIAL. IMPACT: There is no financial impact at this time; existing County staff will be <br />utilized in the small area planning process. <br />RECOMMENDATION: The Administration recommends that the BOCC receive this update <br />and direct staff to continue working on drafting implementation strategies for review at future <br />BOCC meetings. <br />
