34 <br /> General Government Goals & Guiding Principles <br /> GG-4: Support legislation to grant all counties the option <br /> to provide notice of public hearings and other legal notices <br /> through electronic means in lieu of required publication in <br /> any newspaper. <br /> • Newspaper subscriptions have greatly decreased with more <br /> people getting their information from electronic sources. <br /> • All counties now have Web sites and the ability to share le- <br /> gally required notices electronically. <br /> GG-5: Seek legislation to authorize special elections in any <br /> year in which there is an election. <br /> • Legislation in 2014 required local governments to hold spe- <br /> cial elections only during elections where all precincts are <br /> open, effectively limiting them to even-numbered years. <br /> • This prevents counties from holding elections for revenue <br /> referendums in a time frame when funds are needed for a <br /> specific project. <br /> GG-6: Oppose collective bargaining programs for local gov- <br /> ernment employees. <br /> GG-7: Seek legislation to amend NCGS 132-1(b), "Public Re- <br /> cords" by changing "the people" to "its citizens." <br /> • A proliferation of voluminous public records requests from <br /> research entities and special interest groups out of state has <br /> consumed inordinate amounts of county staff time. <br /> • This change would only require public records be provided to <br /> in-state residents or business entities, but would not prohibit <br /> counties from providing them to those outside the state. <br /> 2015 Legislative Goals <br /> 12 North Carolina Association of County Commissioners <br />
