24 <br /> Letter from the Executive Director <br /> Dear County Official: <br /> The goals that are included <br /> in this packet represent the EXECUTIVE DIRECTOR <br /> culmination of a months-long KEVIN LEONARD <br /> process intentionally designed <br /> to engage all of our members <br /> in the creation of our goals. <br /> Almost every county participated by either submitting a proposal, <br /> having a representative on one of our seven steering committees <br /> that first reviewed the goals, or by sending a voting delegate to <br /> our Legislative Goals Conference. This year, we set records with <br /> more than 350 proposals submitted by 70 counties and affiliate <br /> groups, and 89 counties sent a representative to the conference. <br /> This level of engagement is what makes our Association unique <br /> and sets us apart from other advocacy groups - we are truly <br /> the only organization in the state that can say we represent all <br /> the citizens of North Carolina. This status has enabled us to <br /> foster a positive working relationship with the Legislature. This <br /> partnership helps both groups enhance and improve the lives of <br /> the residents that we all represent. <br /> It is vitally important for county commissioners to become active <br /> and engaged in our legislative process. While your Government <br /> Relations Team advocates on behalf of counties every day at the <br /> General Assembly, we rely on county commissioners to educate <br /> members of your local delegation about these goals. <br /> Our philosophy is that locally elected county commissioners are <br /> our most effective advocates. When legislators are in Raleigh, <br /> hundreds of lobbyists are vying for their attention.
