2 <br />2. Begin drafting clear performance standards for review and comment, and <br />3. Begin work on the proposed ASE Manual <br />Since the June 12, 2007 meeting staff has completed the following: <br />1. Members of Economic Development, Planning, and ERCD have meet twice with the <br />County Attorney to review proposed performance standards for the ASE program and to <br />develop the conditional district rezoning process, (referenced within the June 12, .2007 <br />abstract), <br />2. Presented an overview of the ASE program concept to a joint meeting of the Agricultural <br />Preservation Board and the Soil and Water District Commission Board (referenced within <br />the June 12, 2007 abstract), <br />3 Distributed a draft "ASE User Manual to various staff members for internal review and <br />comment. A copy was also presented to Dr. Fletcher Barber, of Cooperative Extension, <br />for his review and comment. Staff has asked Cooperative Extension to supply <br />information for use within the manual and is in the process of soliciting similar input from <br />NRCS/the Orange County Soil and Water District. <br />4. In August, a memorandum was sent from the Manager's Office to our Joint Planning <br />Partners informing them of the scope and intent of the ASE program and soliciting their <br />input on the project. Staff has been directed to contact the appropriate planning staff <br />from these two (2) jurisdictions as a follow up to this memorandum and request a <br />meeting with various planning representatives to discuss the implications of the program. <br />It needs to be remembered that there are six (6) typical steps involved with implementing <br />planning changes. These steps are as follows: <br />1. Multi-departmental ASE workgroup. Staff Comment: At the June 12, 2007 meeting, the <br />BOCC approved the development of further implementation strategies, as listed above, <br />for review and comment at future meetings. <br />2. Land Use Plan Text (pending) <br />3. Land Use Plan Map (pending) <br />4. Zoning Text (pending) <br />5. Zoning Atlas/Map (pending) <br />6. Petitioner Application (pending) <br />FINANCIAL IMPACT: There is no direct fiscal impact associated with this discussion. <br />RECOMMENDATION(S): The Manager recommends that the Board authorize staff to continue <br />with their efforts to complete work on the proposed amendments to the Land Use Element and <br />Zoning Ordinance, as well as the ASE User Manual, for presentation to the BOCC at a future <br />meeting. <br />
