Request the OUTBoard to return to the BOCC in May with a recommended list of <br /> individuals to be appointed to the Task Force. <br /> Abigaile Pittman, Orange County Planner, reviewed the following information: <br /> BACKGROUND: <br /> On January 11, 2016 the County Manager met with staff, the OUTBoard Chair, and the Sheriff. <br /> It was agreed that the best way to implement recommendations of the Bicycle Safety Report <br /> would be through a Task Force with a defined charge and set term. It was also agreed that the <br /> general focus of the Bicycle Safety Task Force should be on education and communication. <br /> The Manager requested that the OUTBoard develop recommendations for the membership <br /> composition, charge and initial term of a Bicycle Safety Task Force. Staff was instructed to <br /> bring the OUTBoard's recommendations back to the BOCC at its March 1, 2016 meeting. <br /> The BOCC previously considered supporting efforts to increase safety awareness between <br /> motorists and bicyclists, roadway safety improvements for bicyclists, and implementation of <br /> next steps at its November 5, 2015 meeting. <br /> At its February 17, 2016 meeting the OUTBoard made recommendations regarding the Bicycle <br /> Task Force membership, charge and term and forwarded it on to the BOCC for review. The <br /> recommendations are included in the Bicycle Safety Task Force Resolution. <br /> The OUTBoard also recommends that, at the conclusion of the term of the Bicycle Safety Task <br /> Force and completion of its report to the BOCC, that a subcommittee be formed to oversee the <br /> ongoing implementation of the Task Force report. This is a matter that will be brought before <br /> the BOCC for consideration at that future time. <br /> Commissioner Jacobs referred to charge number 2 of the proposed resolution in <br /> attachment 2, which states: "Develop an implementation timetable with estimated funding <br /> request information within the first 5 meetings, and present it to the OUTBoard for review and <br /> recommendation, and review and approval by the BOCC." He asked if it is known what <br /> funding will be needed by this task force in its first five meetings. <br /> Abigaile Pittman said the funding referred to was for public education, PSAs, etc. <br /> Commissioner Jacobs asked if that would be part of the communications budget for the <br /> Public Affairs office. <br /> Bonnie Hammersley said once the group is created it would determine costs and then <br /> look at options for funding. <br /> Commissioner Pelissier referred to the recruitment of task force members and asked if <br /> agencies would appoint someone as a representative. She asked if Orange County residents <br /> would be recruited by advertisement. <br /> Abigaile Pittman said yes. <br /> Commissioner Pelissier asked if there is a determined process for identifying different <br /> stakeholders. <br /> Abigaile Pittman said all names will be brought to the BOCC, with OUTBoard <br /> recommendations noted, for final choosing and appointment. <br /> Abigaile Pittman said various organizations will be invited to apply. <br /> Commissioner Price referred to section A.2.f of the proposed resolution and said there <br /> are two Chambers of Commerce. She suggested changing the wording to "2" from chambers, <br /> and keep residents at 5. <br />
