It stems from an article by John Gardener about <br />289 community building in a time when there are a lot of transit communities. 1IVe have difficult issues involving <br />290 municipalities. His approach was there were certain principle in community building and strategies in doing so. <br />291 When the shaping Orange County Task force was formed it was ask to look at community building and maintenance. <br />292 They made a number of recommendations of which nothing has been done. My concern is the land planning and <br />293 policy development is on an abstract plan. The other issue was the land fill. The discussion level was not civil or <br />294 healthy. There are many issues that require more structure of dialogue and communication between governmental <br />295 boards.
