6 <br /> Preliminary Study Scope <br /> In this preliminary study phase, the design team will consider options to replace the existing <br /> structure with a new structure, or to use a partial adaptive re-use of the existing facility. This <br /> phase has been proposed in order to evaluate the owner provided facility assessments and to <br /> make recommendations on the feasibility of new construction versus renovation. Phased and <br /> occupied construction is being considered for either option. <br /> • Orange County will provide structural assessments, geotechnical reports, environmental <br /> and hazardous materials reports, roofing assessments, flow tests, and a site survey by <br /> early January 2016. <br /> • Design team will: <br /> o Validate and evaluate the owner provided program <br /> o Meet with stakeholders <br /> o Evaluate option of adaptive reuse versus teardown <br /> • Deliverables include: <br /> o Rough cost opinions for both adaptive reuse and teardown scenarios <br /> o Conceptual plans for both adaptive reuse and teardown scenarios <br /> Basic Design Scope <br /> At the conclusion of the preliminary study phase, the Owner will make a decision as to whether <br /> they wish to renovate the existing facility or tear it down and build new. Once that decision has <br /> been made, the Design Team will proceed with the design of the chosen option. <br /> The scope of work for each discipline is as follows: <br /> • Architectural design includes: <br /> o Overall leader of the project <br /> o Conduct meetings with Owner and stakeholders <br /> o Provide design alternatives and assist with recommendations <br /> o Provide code summary and compliance <br /> o Coordinate all disciplines of design <br /> o Present work at each of the phases listed in section 4 <br /> o Secure approvals from all AHJs <br /> o Assist with questions <br /> o Provide cost estimates at each phase <br /> o Assist with bidding <br /> o Oversee construction <br /> o Oversee closeout <br /> • Site/Civil design includes: <br /> o Contact local permitting agencies to confirm code requirements for all site <br /> development <br /> o Provide the following: <br /> • Renovation Scenario <br /> • Assumes simple phased renovation of the existing building with <br /> no increased building area <br /> • New Construction Scenario <br /> • Assumes phased construction with the ultimate building <br /> conforming to current zoning requirements for building setbacks <br />
