3 <br /> 1 Commissioner Price asked if the numbers are not tracked and analyzed how is planning <br /> 2 accomplished. <br /> 3 Bonnie Hammersley said staff would get more information on this. <br /> 4 Commissioner Price said if children continue to go to Charter Schools the Capital <br /> 5 Investment Plan (CIP) could be affected. <br /> 6 <br /> 7 A motion was made by Commissioner Price, seconded by Commissioner Dorosin to <br /> 8 approve receiving the 2016 Annual Report of the SAPFO Technical Advisory Committee <br /> 9 (SAPFOTAC) and authorize the Chair to sign the transmittal letter to the SAPFO partners for <br /> 10 comments before certification in May. <br /> 11 <br /> 12 VOTE: UNANIMOUS <br /> 13 <br /> 14 a. Minutes <br /> 15 The Board approved the minutes for the February 2, 2016 BOCC Regular Meeting and the <br /> 16 February 9, 2016 BOCC Work Session as submitted by the Clerk to the Board. <br /> 17 b. Motor Vehicle Property Tax Releases/Refunds <br /> 18 The Board adopted the resolution, which is incorporated by reference, to release motor vehicle <br /> 19 property tax values for four (4) taxpayers with a total of four (4) bills that will result in a reduction <br /> 20 of revenue. <br /> 21 c. Property Tax Releases/Refunds <br /> 22 The Board adopted the resolution, which is incorporated by reference, to release property tax <br /> 23 values for four (4) taxpayers with a total of four (4) bills that will result in a reduction of revenue. <br /> 24 d. Applications for Property Tax Exemption/Exclusion <br /> 25 The Board approved the resolution, which is incorporated by reference, for two (2) untimely <br /> 26 applications for exemption/exclusion from ad valorem taxation for two (2) bills for the 2015 tax <br /> 27 year. The reduction will result in a reduction of FY 2015/16 taxes due to the County, <br /> 28 municipalities, and special districts in the amount of $1,251.88. <br /> 29 e. Sole Source Bid Award: Software Purchase for Emergency Medical Services <br /> 30 The Board: 1) awarded the sole source bid to Bradshaw Consulting Services in the amount of <br /> 31 $113,100 for the purchase and installation of the "Mobile Area Routing and Vehicle Location <br /> 32 Information System (MARVLIS)" software that will be located at Orange County Emergency <br /> 33 Services at 510 Meadowlands Drive in Hillsborough; and 2) authorized the Manager to sign the <br /> 34 vendor contract upon final review and approval of the County Attorney. <br /> 35 f. Schools Adequate Public Facilities Ordinance (SAPFO) — Receipt and Transmittal of <br /> 36 2016 Annual Technical Advisory Committee Report <br /> 37 The Board received the 2016 Annual Report of the SAPFO Technical Advisory Committee <br /> 38 (SAPFOTAC) and authorized the Chair to sign the transmittal letter to the SAPFO partners for <br /> 39 comments before certification in May. <br /> 40 <br /> 41 7. Regular Agenda <br /> 42 <br /> 43 a. Bicycle Safety Task Force <br /> 44 The Board considered: 1.
