Public Education Goals & Guiding Principles <br /> PE-5: Support realistic ADM Growth projections as part of <br /> the continuation budget. <br /> • Since 1933, the Legislature has built student enrollment <br /> (ADM growth) estimates into the continuation budget for <br /> public education. The Legislature has eliminated that prac- <br /> tice and, beginning in the 2015-17 biennium, will begin with <br /> a base budget that represents actual education expenditures <br /> from the prior year with no adjustment for enrollment growth. <br /> • Consequently, school districts will have to wait until the Leg- <br /> islature passes a budget to know what additional money <br /> they will have to hire new teachers or fund other enrollment <br /> growth needs. <br /> PE-6: Seek legislation to provide flexibility to local school <br /> districts to align public school and community college cal- <br /> endars. <br /> • Currently, community college classes start in early August <br /> while public schools begin in late August. <br /> • Flexibility would allow for more effective use of continuing <br /> technical education resources, allow public school students <br /> to take community college courses during their normal school <br /> day, and improve efficiencies combining community college <br /> students, early college students, and high school students <br /> for instruction. <br /> www.ncacc.org I (919) 715-2893 <br /> 25 <br />
