Justice & Public Safety Goals & Guiding Principles <br /> Guiding Principles <br /> • The statewide judicial system, including effective ancillary <br /> services and programs, should be adequately funded and <br /> staffed in order to provide an efficient environment for ju- <br /> dicial process and to instill public confidence in the justice <br /> system. <br /> • Adjudication should be swift, in order to minimize overcrowd- <br /> ing in county jails. <br /> • Bonds should be reasonable, and effective pre-trial screen- <br /> ing and population management efforts should be encour- <br /> aged. <br /> • Criminals should be held accountable and required to pay a <br /> greater portion of the state and county costs resulting from <br /> their crimes through increased jail fees, service of process <br /> fees, and court facilities fees. <br /> • Effective prevention programs, alternatives to incarcerations <br /> and other related services should be supported in an effort <br /> to help reduce recidivism rates and lower county jail costs. <br /> Goals <br /> JPS-1: Seek legislation for greater flexibility in county gov- <br /> ernments' use of 911 funds and protect current funding <br /> streams. <br /> • State law restricts the use of 911 funds primarily to equip- <br /> ment and furnishings within the building where the primary <br /> PSAP is located and generally excludes personnel, equip- <br /> ment or expenses associated with the dispatch of emergen- <br /> cy call information from the PSAP. <br /> • Restrictions on the use of 911 funds prevent county gov- <br /> ernments from enhancing all public safety responsibilities <br /> connected to emergency communications and Emergency <br /> Medical Services, and prevent counties from using funds al- <br /> located from the 911 fee on phone bills. <br /> 2015 Legislative Goals <br /> 20 North Carolina Association of County Commissioners <br />
