Health & Human Services Goals & Guiding Principles <br /> HH-8: Seek legislation to require the NC Dept. of Health & <br /> Human Services to adjust the current accounting, report- <br /> ing and expenditure requirements to allow counties to real- <br /> ize the full benefits from consolidation efforts as outlined in <br /> HB438. <br /> • In 2012, the Legislature gave all counties the option to con- <br /> solidate boards of social services and health, and consoli- <br /> date agencies to manage human service delivery. Twenty- <br /> two counties have initiated some form of consolidation. <br /> • To realize the full efficiencies afforded under consolidation, <br /> the traditional state oversight and funding processes must <br /> be modified to accommodate local organization improve- <br /> ments. <br /> HH-9: Advocate for implementation of statewide case man- <br /> agement system(s) for both Child Welfare and Adult Protec- <br /> tive Services. <br /> • North Carolina is one of eight states with a county-adminis- <br /> tered, state-oversight system of social services. North Caro- <br /> lina is the only state where the county is responsible for the <br /> full, non-federal share of income maintenance administrative <br /> costs. Since the state has had no incentives to build effi- <br /> ciencies, productivity tools have been limited to county-built <br /> stand-alone systems or through cumbersome mainframe ap- <br /> plications. <br /> • NCFAST, the state's comprehensive new case management <br /> system for counties, is expected to build out case manage- <br /> ment capabilities for child welfare and adult services. <br /> HH-10: Oppose legislation that would weaken county man- <br /> agement of nonemergency Medicaid transport. <br /> • North Carolina counties sponsor a coordinated human ser- <br /> vices transportation network, serving veterans, elderly citi- <br /> zens, children in daycare, and Medicaid recipients within the <br /> 2015 Legislative Goals <br /> 18 North Carolina Association of County Commissioners <br />
