17 <br /> ORANGE COUNTY <br /> NORTH CAROLINA Orange County, North Carolina <br /> • According to the Home Mortgage Disclosure Act (HMDA) data: <br /> The percentage of total applications by Whites accounts for <br /> almost three-quarters (74.3%) of the total number of <br /> applications, regardless of income. <br /> • Loan origination rates are higher for White applicants than for <br /> minority applicants as a whole, and minority denial rates are <br /> higher than White denial rates. <br /> In summary, the extremely and very low-income residents of the <br /> county (0 to 30% to 50% of median income) including seniors, the <br /> homeless and persons at-risk of homelessness and persons with <br /> disabilities are the most adversely affected by the high cost of <br /> housing and the great lack of affordable housing in Orange County. <br /> The lack of affordable housing that is decent, safe, and sound <br /> forces these residents of the county into substandard housing and <br /> a life of instability that also affects education, health and <br /> employment outcomes for families and individuals and the <br /> community. <br /> In providing a continuum of affordable housing, the county's goals <br /> should include other special needs housing such as a place for <br /> persons who are victims of domestic violence and having a <br /> shelter(s) that can appropriately serve a mix of families and <br /> individuals. Goals should include strengthening planning and <br /> coordination of resources for emergency situations where families <br /> and individuals become homeless due to life events, acts of nature <br /> or involuntary displacement to help them return to or obtain as <br /> quickly and effectively as possible stable housing and <br /> independence.
