16 <br /> ORANGE COUNTY <br /> NORTH CAROLINA Orange County, North Carolina <br /> • 47% of all disabled renters have a housing problem that includes <br /> cost burdened by 30% or more or another type of housing problem. <br /> 32% of disabled homeowners have a housing problem that includes <br /> cost burdened by 30% or more or another type of housing problem. <br /> • In Carrboro 51.1% of renter households and 30.7% of owner <br /> occupied households experienced a housing problem. <br /> • In Chapel Hill 54.9% of renter households and 20.5% of owner- <br /> occupied households experienced a housing problem. <br /> • In Hillsborough 47.3% of renter households and 39.0% of owner- <br /> occupied households experienced a housing problem. <br /> • According to the 2007-2011 American Community Survey (the most <br /> current complete set of census estimates): When comparing <br /> homeowners and renters by race, "White" households represent the <br /> largest percentage of homeownership (84.1%) with "Black or <br /> African American" households comprising (9.4%) of the total <br /> homeowners. <br /> • In examining housing needs and patterns to help determine goals <br /> and strategies, analysis included the extent to which any <br /> racial/ethnic group has a greater need in comparison to the <br /> County's overall population need. Data detailing information by <br /> racial group and Hispanic origin has been compiled from the CHAS <br /> data and the 2010 U.S. Census. Disproportionate need is defined <br /> as a group having at least 10 percentage points higher than the <br /> percentage of persons in that group as a whole. The following are <br /> some of findings of disproportionate needs in Orange County. <br /> Some of the findings with regards to homeownership, access to <br /> credit and financing among others was: <br /> • The number of White, non-Hispanic middle-income applicants <br /> significantly outnumbers the number of minority applicants, and <br /> minority households have a lower origination rate and almost <br /> double the denial rate. <br /> • Of the total number of "White" households, 65.52% are <br /> homeowners and 34.48% are renters. In comparison, of all <br /> "Black and African American" households, 42.85% are <br /> homeowners and 57.15% are renters. <br /> Draft Affordable Housing Strategic Plan 13 <br />
