ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: August 21, 2007 <br />Action Agen a <br />Item No. --- -~ <br />SUBJECT: Agreement Renewal Between UNC Hospitals and Orange County for the <br />Senior Wellness Program <br />DEPARTMENT: Aging PUBLIC HEARING: (Y/N) No <br />ATTACHMENT(S): INFORMATION CONTACT: <br />Agreement Jerry Passmore 245-2009 <br />PURPOSE: To consider an agreement renewal to.receive $25,000 from the University of North <br />Carolina (UNC) Hospitals for its co-sponsorship of the Department on Aging's Senior Wellness <br />Program from July 1, 2007-June 30, 2008. <br />BACKGROUND: In 1994, the Friends of the Chapel Hill Senior Center received funding to <br />implement a Wellness Program at each of the Orange County Senior Centers and rural <br />community centers. This three-year project funded by the Kate B. Reynolds Foundation ended <br />June 30, 1997. Due to the success of the program, UNC Hospitals funded the full cost of the <br />Wellness Coordinator position through contractual agreement with Orange County for the next <br />eight years. However, in Fiscal Year 2006, UNC Hospitals reduced its level of support as part of <br />the overall hospital cost-cutting measures. This renewal will maintain existing programs and <br />assist in implementing new programs to promote the health and well-being of seniors, such as <br />community education, fitness, screenings and flu shots. The United Way continues to provide <br />operating expense support for this public/private partnership. <br />This item was not scheduled for Board consideration prior to July 1, 2007 due to concerns <br />regarding potential actions by the NC General Assembly and potential impacts of the State <br />budget. Staff has since determined that there were no actions at the State level which would <br />delay proceeding with this contract. <br />FINANCIAL IMPACT: UNC Hospitals will reimburse Orange County $25,000 for part of the <br />$58,200 salary and fringe benefits costs for the permanent, full-time Senior Public Health <br />Educator who directs the Wellness Program. The balance of the position is covered with <br />general,funds and was included in the FY 2007-2008 adopted budget. The contract amount has <br />remained at the same level for the past two years. <br />RECOMMENDATION(S): The Manager recommends that the Board approve the agreement <br />and authorize the Chair to sign the agreement renewal between UNC Hospitals and Orange <br />County for the continuation of the Wellness Program. <br />
