1 Margaret Hauth reviewed the following information: <br /> 2 The ownership of the North Hills Shopping Center has changed, but no plans for redevelopment <br /> 3 have been submitted. The proposed restaurant complex next to Walgreens has an approved <br /> 4 Master plan, but no further applications or actions are pending at this time. While the town <br /> 5 board continues to support the recommendations in the 70 Corridor Plan, no specific actions <br /> 6 are in the works. <br /> 7 Margaret Hauth said the Town is committed to making this area more pedestrian <br /> 8 friendly. <br /> 9 Commissioner Ferguson said Dollar General was planning on moving out last summer, <br /> 10 but they have a three-year commitment, and, as of now, are planning to stay at the North Hills <br /> 11 Shopping Center. <br /> 12 Commissioner Lowen said the Town and the County should work together to pursue the <br /> 13 possibility of getting a grocery store in this corridor area on the north side of town. <br /> 14 Commissioner Ferguson said neighbors in this area want sit-down restaurants, beauty <br /> 15 supply stores, as well as medical services and stores that can employ local residents. <br /> 16 Commissioner Weaver referred to the worker owned/co-op model and suggested this <br /> 17 may be an option for this area. She said there is a non-profit in Durham that specializes in this <br /> 18 type of work. <br /> 19 Commissioner Price said Fairview is also growing and services must be provided in <br /> 20 order to preserve those neighborhoods. <br /> 21 <br /> 22 c) Update on Former Truck Stop at Highway 86 and Interstate 85 <br /> 23 COUNTY Staff: Craig Benedict <br /> 24 Craig Benedict reviewed the following information: <br /> 25 There is presently an approved site plan for redevelopment of the former truck stop. Master <br /> 26 site improvements are underway by the property owner of the large parcel such as building <br /> 27 deconstruction/demolition and erosion control/stormwater designs. A Sheetz gas <br /> 28 station/restaurant facility is planned. <br /> 29 Commissioner Jacobs asked if the property owner is going to incorporate the joint <br /> 30 intersection improvements. <br /> 31 Craig Benedict said yes, the owner has preserved an 80-ft corridor between the two <br /> 32 uses, and it will be stubbed out to another project that will come forward. <br /> 33 Craig Benedict said the site development is presently limited to the prior traffic counts of <br /> 34 the prior use, since the nearby bridge has reached its capacity limitations. <br /> 35 Chair McKee asked if there is a scheduled upgrade from the Department of <br /> 36 Transportation (DOT)for the 1-85 widening <br /> 37 Craig Benedict said yes, but it must be closely monitored, as the State changes the <br /> 38 prioritization of different projects. <br /> 39 Commissioner Lowen asked if a developer would help pay for the off-site improvements. <br /> 40 Craig Benedict said yes, but how much a developer contributes depends on how close <br /> 41 to capacity the area is. <br /> 42 Commissioner Lowen asked if any properties in this area would be affected by the 1-85 <br /> 43 expansion. <br /> 44 Craig Benedict said there is not a formal design for the Highway 86/1-85 intersection, but <br /> 45 access would be affected. <br /> 46 <br /> 47 3.
