4 <br /> 1 This, the sixteenth day of February 2016. <br /> 2 <br /> 3 Jerry Passmore said over the 35 years he has been involved in Orange County, there <br /> 4 have been citizens with many different opinions, which is wonderful. He thanked the BOCC for <br /> 5 this honor. He recalled former Commissioner Norm Gustayson and the BOCC, who in 1980 <br /> 6 were involved in establishing the Department of Aging, by official ordinance, which was a first in <br /> 7 the State. He said the most important thing to note is that the people, staff and volunteers are <br /> 8 who make the senior centers what they are today, rather than the name of the facility. <br /> 9 Jerry Passmore thanked the Board of County Commissioners for its efforts in regards to <br /> 10 the future challenges in the area of aging. <br /> 11 Leo Allison said this is joyous time for the seniors, the members of the Friends Board, <br /> 12 Jerry Passmore, and the Department of Social Services (DSS) for making this center the best <br /> 13 in North Carolina. He said Jerry Passmore was a visionary for the Orange County senior <br /> 14 centers, and thanked the Board of County Commissioners for making this re-naming possible. <br /> 15 He said they are proud of the senior centers, and the senior population, and noted none of it <br /> 16 would be possible without the leadership of the current director Janice Tyler and the Board of <br /> 17 County Commissioners. <br /> 18 Commissioner Jacobs said he worked with Jerry Passmore for most of his time in office <br /> 19 until Mr. Passmore retired. He echoed the sentiments regarding Mr. Passmore's visionary <br /> 20 leadership and highlighted his passionate advocacy and practical efforts in regards to seniors <br /> 21 and the area of aging in Orange County. <br /> 22 <br /> 23 c. Resolution Recognizing Indigenous Peoples' Day <br /> 24 The Board considered approving the resolution recognizing the second Monday in <br /> 25 October as Indigenous Peoples' Day in Orange County and, if approved, authorize the Chair to <br /> 26 sign the resolution. <br /> 27 Chair McKee said Commissioners Price and Rich have been instrumental in bringing <br /> 28 this resolution forward. <br /> 29 Commissioner Price said the person who helped to get this resolution rolling was <br /> 30 Stephen Dear in 2014, along with members of other municipalities. She said the goal was to <br /> 31 get a five government agreement to honor Indigenous Peoples' Day <br /> 32 Commissioner Rich thanked Commissioner Price for all of her work and all of the other <br /> 33 elected officials. She also thanked Danny Bell, who took several hours to explain to her the <br /> 34 importance of this honoring this day. <br /> 35 Commissioner Price said present this evening are Tony Hayes, who is the Tribal Chief <br /> 36 of the Occaneechi Band of Saponi Nation, and Commissioners Jenn Weaver and Mark Bell, as <br /> 37 this is a unified effort. <br /> 38 <br /> 39 Commissioner Price read the resolution: <br /> 40 <br /> 41 RESOLUTION RECOGNIZING THE SECOND MONDAY OF OCTOBER AS INDIGENOUS <br /> 42 PEOPLES' DAY <br /> 43 <br /> 44 WHEREAS, the people of Orange County of the State of North Carolina, inclusive of the <br /> 45 incorporated and unincorporated areas, recognize that nations of Indigenous Peoples have <br /> 46 lived upon this land now known as the Americas since time immemorial; and <br /> 47 <br /> 48 WHEREAS, Orange County acknowledges that the annexation of the homelands of Indigenous <br /> 49 Peoples occurred over the centuries for the establishment and development of Orange County; <br /> 50 and <br />
