The results of this evaluation was used by Town <br /> Council, Solid Waste Services Division(SWSD) staff and other <br /> Key Personnel <br /> Robert Gardner, PE Town staff to guide decision making when considering current <br /> Robert Dick, PE and future solid waste management issues. This study also <br /> Stacey Demers reviewed opportunities for collaborative partnership to assist in <br /> Marc Rogoff enhancing the solid waste management system. Lastly, when <br /> Highlights (optional) evaluating identified options, the Study considered the Town's <br /> • Solid waste planning organizational values, and commitment to sustainability social <br /> • Recycling analysis equity, economic vitality and environmental stewardship. <br /> ✓ collections SCS evaluated a series of issues and alternatives relative to the <br /> ✓ Automated/Manual Town's solid waste collection (automated versus manual), <br /> ✓ Transfer station analysis disposal, and recycling functions. A major task of the project <br /> ✓ Disposal analysis was developing a detailed pro forma cost and revenue model <br /> ✓ Pay as you throw(PAYT) for the entire solid waste system and projecting system costs <br /> ✓ Pro forma analysis and revenues for various alternative system configurations. <br /> ✓ Alternatives analysis The costs included capital and operating expenses for the solid <br /> waste system, including solid waste collection, transfer and <br /> ✓ conversion technologies disposal, siting and developing a new landfill, siting and <br /> ✓ waste-to-energy developing a new transfer station, contracting for transfer <br /> ✓ organics diversion operations, and optimizing the residential and commercial <br /> collection fleet. Year by year system tip fees, debt service, <br /> depreciation and amortization expenses, accruals, and other <br /> expenses were estimated to estimate residential and commercial <br /> rates for solid waste services. The major findings, conclusions, <br /> and recommendations resulting from these evaluations were <br /> summarized in the final report. Background information on the <br /> Town's demographics, solid waste generation, current solid <br /> waste system and budget, and operational practices was <br /> presented. SCS made several presentations to the Town <br /> Council. <br /> B-2 <br />
