Specific assignments include: <br /> • Responsible for air quality permitting and compliance, including development of air <br /> permit applications,participation in NCDEQ inspections, compliance reporting,NSPS <br /> Design Plan. Prepared the Facility's annual emissions statement and supporting <br /> calculations for submittal to NCDEQ in accordance with the air permit requirements. <br /> Developed the Startup, Shutdown, and Malfunction Plan for the LFGE project. <br /> • Directed design of proposed LFG collection and control system for the closed and active <br /> landfills involving construction drawings and specifications, developed construction cost <br /> estimates,provided bid assistance services, and construction administration. Project <br /> activities included permit documentation for wastewater industrial discharge permit, <br /> solid waste permits, air modeling and permitting, and erosion/sedimentation control plan. <br /> • Directed multiple efforts related to existing and proposed LFGE projects, including <br /> feasibility studies, economic analyses, communications with third-party developers and <br /> industrial end users, assistance during RFP solicitations and contract negotiations. <br /> Due Diligence for LFGE Project Financing <br /> Project Manager for multiple independent engineering assessments and financial analyses in <br /> support of due diligence activities for financing of landfill gas-to-energy facilities throughout the <br /> US. Clients for these assignments have been financial institutions (John Hancock, Paribus) as <br /> well as LFGE developers (Gas Recovery Services, ZAPCO) and the LFG utilization projects <br /> have been located in MA,NH,New Jersey,New York, Pennsylvania, VT, and VA. Specific <br /> tasks included review of the project cash flows and underlying revenues attributed to energy <br /> sales and tax credits as well as capital and operational expenses. <br /> Financial Assurance Project Assignments <br /> Project Director for assignments at multiple landfills, MRFs, and other solid waste management <br /> facilities to develop closure and post-closure cost estimates for purposes of negotiating financial <br /> assurance mechanism amounts with regulatory agencies and compliance with financial assurance <br /> regulations.
