department heads involved to discuss a new structure. He said that he agreed with <br /> Commissioner Gordon. He said that he sees two groups of like functions — ERCD, Soil and <br /> Water, Cooperative Extension, and Cultural Resources, which he believes should include the <br /> Arts Commission and the Library. He also sees a group that is Purchasing and Central <br /> Services, Public Works, Engineering, and Transportation. He said that Transportation no <br /> longer belongs in Aging. He thinks that it goes great with Public Works and Central Services. <br /> He sees two departments that would be a streamlining and an aggregation of like functions. He <br /> also thinks that the leadership in setting the tone should come from the top and not from a <br /> department. This means from the Manager's Office. He said that the Environmental <br /> Responsibility Coordinator should report directly to the Manager, and then the two of them <br /> would tell other departments about the vision and how it would be articulated. He said that it <br /> would have been nice to have the Environmental Responsibility Goals in this packet. He thinks <br /> that this is a good effort and he sees some like functions aggregating, but this is not how he <br /> sees them coalescing. <br /> Chair Foushee said that she agreed with Commissioner Jacobs and it seems clear that <br /> there are two distinct departments in this group. She suggested having this come back to the <br /> Board in some other fashion. <br /> Commissioner Jacobs said that Parks and Recreation has been left out of this and they <br /> need to consider whether Parks and Recreation is one department and whether every single <br /> government in Orange County needs to run its own recreation department. He thinks that it is <br /> worth mentioning to other governments that this is another possible area of financial savings <br /> and efficiency. The same is true with Public Works. He encouraged staff to have a <br /> conversation about this. <br /> Commissioner Nelson said that he does not agree with the Arts being in one of the <br /> groups. <br /> Commissioner Gordon said that the question is where to go from here. She would like <br /> to talk more about the Board's priorities first and then see how these priorities would affect the <br /> departmental structure. <br /> Laura Blackmon made reference to Transportation and said that it is going to end up <br /> being regional.
