1 <br /> ORANGE COUNTY <br /> BOARD OF COMMISSIONERS <br /> Action Agenda <br /> Item No. :X_A <br /> ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date:AUGUST 23,1994 <br /> SUBJECT: REPORT: SECURITY ISSUES AT THE CHAPEL HILL COURT FACILITY <br /> DEPARTMENT:PURCHASING AND CENTRAL SERVICES PUBLIC HEARING:YES: NO: % <br /> ATTACHMENT(S): INFORMATION CONTACT: <br /> PAM JONES, ext.2650 <br /> Telephone Number- <br /> Hillsborough 732-8181 <br /> Chapel Hill 967-9251 <br /> Mebane 227-2031 <br /> Durham 688-7331 <br /> PURPOSE: To report on security issues associated with the Court facility in Chapel Hill. <br /> BACKGROUND: The following issues have been identified as it regards security in the court facility <br /> in Chapel Hill: <br /> Insufficient holding area for inmates awaiting court appearances; <br /> Additional security needed for Clerk of Court's office;and <br /> Additional security needed for the District Attorney's office, located in the basement of the <br /> facility; <br /> Although these issues will be thoroughly explored by the Justice Facilities Study Group,and long term <br /> solutions suggested,we propose that these interim measures be taken immediately; <br /> Discuss with Chapel Hill use of additional space within the building for the purpose of <br /> establishing a holding cell for 840 inmates. Establish a secure holding area. <br /> Recently plexi-panels were installed to create a separation between the public and the Clerks. <br /> We will explore with the assistance of the Clerk's office,what additional measures are appropriate,both <br /> from a structural and procedural perspective. <br /> Investigate structural and procedural modifications which can/should be made to enhance <br /> security in the District Attorney's office. <br /> RECOMMENDATION: The Manager recommends that the Board receive report as information. <br />
