J
2
At the time of bidding,it was unclear how much of the scope of work could be accomplished with the
appropriated funds. Therefore,certain sections of the work were identified as alternates in order to
provide some flexibility if the bids came in above the funds available. The alternates included:
► Reusing,rather than replacing some of the lighting fixtures on the first floor,
► Re-roofing the building;
► Zoning the HVAC on the first floor and installing a control system which would allow greater
efficiency in energy consumption and cooling capability;
► Replacing the inadequate HVAC system which serves the upstairs area of the building;
► Repairing or replacing all storm windows in the building.
The bid amounts are such that the entire scope of work, including all alternates, can be completed
within the funds appropriated(project budget$230,000).
RECOMMENDATION: The Manager recommends that bids for the renovation of the Sheriff's
Department be awarded as follows and associated contracts for these amounts be approved contingent
upon attorney and staff review:
General Contractor, Harrod&Associates Construction Co.,Raleigh;$128,480;
Mechanical Contractor; Comfort Engineers,Durham;$48,670;and
Electrical Contractor; Mid-Atlantic Electric Co.,Durham; $24,175;and
further to authorize the County Manager to execute any change orders which may be necessary,as
long as said change orders do not exceed the project budget; and to authorize the Chair to sign
Construction Contracts upon review and approval of the County Attorney and County Staff.
