ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: August 21, 2007 <br />Action Agenda <br />Item No. _ : ~ _ <br />SUBJECT: Recognition of Revenue Staff and Appointment of (3) Deputy Tax Collectors <br />DEPARTMENT: Revenue <br />PUBLIC HEARING: (Y/N) No <br />ATTACHMENT(S): <br />None <br />INFORMATION CONTACT: <br />Jo Roberson, 245-2727 <br />PURPOSE: To acknowledge the continued endeavors of the Revenue staff evident by the <br />outstanding collection rates achieved and to consider appointment of Linda Strickland-Jaubert, <br />Valerie Curry, and Bobbie Underwood as Deputy Tax Collectors for a one year term, effective <br />July 1, 2007 through June 30, 2008. <br />BACKGROUND: Linda Strickland-Jaubert, Valerie Curry and Bobbie Underwood were <br />appointed by the Board of County Commissioners for a term of one year effective July 1, 2006 <br />through June 30, 2007 at the August 22, 2006 Board of Commissioners' meeting. <br />Chapter 105-349(f) of the North Carolina General Statutes requires the Board of County <br />Commissioners to appoint deputy collectors "for a term to be determined by the governing <br />board". The statute reads "a deputy tax collector shall have the authority to perform, under the <br />direction of the tax collector, any act that the tax collector may perform unless the governing <br />body appointing the deputy specifically limits the scope of the deputy's authority". Therefore, <br />the deputy tax collectors' work will continue to be performed under the direction of the tax <br />collector with precise guidelines that exist. <br />The continued success of the Revenue office staff as a whole is evident in the outstanding <br />collection rates that have been attained for several years. The County has ranked in the top 5% <br />collected out of 100 counties over the last 10 years. This year for the first time ever the overall <br />collection rate inclusive of all jurisdictions is 99.03% collected. This percentage equates to the <br />total dollars collected for all jurisdictions which encompasses the County, fire districts, special <br />districts and the towns, a total of $168,852.36. <br />FINANCIAL IMPACT: None <br />RECOMMENDATION(S): The Manager recommends that the Board appoint Linda Strickland- <br />Jaubert, Valerie Curry, and Bobbie Underwood as Orange County Deputy Tax Collectors for a <br />period of one year, effective July 1, 2007. <br />
