1 <br /> APPROVED 3/1/12016 <br /> MINUTES <br /> BOARD OF COMMISSIONERS <br /> Work Session <br /> February 9, 2016 <br /> 7:00 p.m. <br /> The Orange County Board of Commissioners met in a work session on Tuesday, February 9, <br /> 2016 at 7:00 p.m. at the Southern Human Services Center, in Chapel Hill, N.C. <br /> COUNTY COMMISSIONERS PRESENT: Chair McKee and Commissioners Mia Burroughs, <br /> Mark Dorosin, Barry Jacobs, Bernadette Pelissier, Renee Price and Penny Rich <br /> COUNTY COMMISSIONERS ABSENT: <br /> COUNTY ATTORNEYS PRESENT: John Roberts <br /> COUNTY STAFF PRESENT: County Manager Bonnie Hammersley, Deputy Manager Travis <br /> Myren and Clerk to the Board Donna Baker (All other staff members will be identified <br /> appropriately below) <br /> Chair McKee called the meeting to order at 7:07 p.m. He noted the following items at <br /> the Commissioners' places: <br /> - Letter: update from Orange County Department of Aging <br /> - Hardcopy of agenda for BOCC assignments <br /> 1. Board of County Commissioners' (BOCC) External Advisory Board Appointees <br /> BACKGROUND: The Board suggested in 2014 to invite County-appointed advisory board <br /> representatives to external boards to a work session, in order to give these appointees an <br /> opportunity to provide updates/concerns on issues they think should be brought to the Board's <br /> attention related to their advisory board service. It is in everyone's best interest to improve <br /> communication with these Orange County representatives, and to better coordinate their work <br /> for the betterment of the County. These appointees have been solicited to submit updates, <br /> concerns, and suggestions if they wish. The appointees have also been invited to address the <br /> Board at the meeting, all in order to provide a better line of communication between the Board <br /> and its appointees to external advisory boards. <br /> The external appointees that attended this meeting: <br /> • Carrboro Northern Transition Area Advisory Committee: Anahid Vrana <br /> Anahid Vrana said this Committee is concerned about the area of Old Highway 86, <br /> around the Calvander area. She said this Committee is most concerned about the actual road <br /> of Old Highway 86, and the County's future Twin Creek park site. <br /> Anahid Vrana said neighbors are very excited about the park site, but are concerned <br /> about the entrance/exit to the park, as it is a blind intersection. She said the development is <br /> concerned, but has come up with some ideas. She offered one suggestion to enter the park <br /> with a right hand turn and to exit the park behind the school and onto Eubanks Road. <br /> She said the Department of Transportation (DOT) was able to drop a perpendicular road, <br /> called Deer Ridge, to give more sight line to that road area, but there is still a lot of blind traffic. <br /> She said the County built a beautiful path from behind Morris Grove Elementary School to the <br /> Lake Hogan sub-division, which is an asset and connects with Twin Creek Park.
