The Department of Environmental Health shall certify that all residential lots <br /> contain sufficient area for septic tank disposal and repair. <br /> 4. The North Carolina Department of Transportation shall certify that Amber <br /> Drive, Moonlight Court, Starry Night Lane and Twilight Circle have been <br /> constructed to State standards or that construction plans have been approved. <br /> 5.
