2 <br /> i <br /> The Joint Planning Agreement specifies that changes to <br /> zoning in the JPA transition area may be made by Orange <br /> County after the approval of the proposal by both the <br /> Chapel Hill Town Council and the Orange County Board of <br /> Commissioners. The Chapel Hill Town Council considered <br /> the issue on July 5, 1994 and unanimously approved the <br /> resolution included with the Town Manager's memorandum. <br /> The Orange County Planning Board reviewed the proposal on <br /> July 18, 1994 and voted unanimously to recommend approval <br /> of the rezoning. <br /> RECOI,MNDATION: The Administration recommends approval of the rezoning. <br /> i <br />
