The Orange County <br /> portion is zoned Rural Buffer and University Lake <br /> Protected Watershed. The Joint Planning Area <br /> Land Use Plan designation is Rural Residential <br /> and Carrboro Transition Area II. <br /> Adjacent land uses are residential and <br /> undeveloped. The tract contains a 100-foot <br /> Piedmont Electric Membership Corporation right- <br /> of-way. Steeper slopes are located along the <br /> western portion of the powerline right-of-way and <br /> approach 14.8 percent. No traffic count <br /> information is available for Union Grove Church <br /> Road. <br /> The total acreage of Phase One is 41 acres. <br /> Approximately 27.56 acres are in Orange County's <br /> jurisdiction and the University Lake Watershed. <br /> A total of twelve ( 12) new residential lots are <br /> proposed in Phase One, seven (7) of which will be <br /> located in the Rural Buffer. On lot 10, the <br /> house location and most of the septic .system will <br /> be in Carrboro's jurisdiction. <br /> The Planning Staff has reached agreement with the <br /> Town of Carrboro's Planning and Zoning Department <br /> regarding implementation of Phase One. Zoning <br /> and building permits on lot 5 may be issued by <br /> Orange County, based on the proposed house site <br /> as indicated on the Preliminary Plat. Carrboro <br /> will assume jurisdiction for lot 10, assuming the <br /> residence will be located on the highest part of <br /> the lot. <br /> If the proposed subdivision road is not completed <br /> and approved prior to Final Plat submittal, <br /> Orange County could accept the financial <br /> guarantee for construction of the entire road, <br /> because the majority of Wood-Sage Drive is in the <br /> County's jurisdiction. <br /> The NC Department of Transportation reviewed the <br />
