1 ORANGE COUNTY BOARD OF COMMISSIONERS Action Agenda Item No.,( D ACTION AGENDA ITEM ABSTRACT Meeting Date: August 8,1994 SUBJECT: BID AWARD;SHERIFF'S DEPARTMENT SERVICE WEAPONS DEPARTMENT:PURCHASING AND CENTRAL SERVICES PUBLIC HEARING:YES: NO: X ATTACHMENT(S): INFORMATION CONTACT: BID TABULATION PAM JONES, ext.2650 Telephone Number- Hillsborough 732-8181 Chapel Hill 967-9251 Mebane 227-2031 Durham 688-7331 PURPOSE: To consider awarding a bid for the purchase of ninety 45 caliber semi-automatic pistols for the Orange County Sheriff's Department. BACKGROUND: Bids were solicited from 12 prospective vendors for the weapons. Six vendors responded in a bid received on July 21, 1994,a bid tabulation is attached. Gulf States Distributing , Montgomery,Alabama submitted the lowest responsible bid for the pistols at a cost of$529 each. Total cost for the weapons is$47,610. Extra magazines for the weapons will also be purchased form Gulf States Distributing with the leather accessories(holsters,magazine holders,etc.)to be purchased from Lawmen's Safety Supply. The total expenditure for weapons and accessories is estimated to be $54,725. The Sheriff has identified funds through court released drug forfeiture money and donations of approximately 3.39,767 which will be used toward the purchase of the weapons and accessories. In addition, deputies have expressed interest in purchasing their own present service weapon at a cost of$175(includes holster). This will yield an additional$14,000 toward the cost of the new weapons. It should be noted that deputies will sign an affidavit indicating that they are purchasing their present service weapon for their use only and that the weapon will stay in their custody and will not be sold and/or traded. With the considerations of funds presently available, the total amount of County funds to be expended is approximately$958. However,forfeitures anticipated by June 30,1995 will exceed $958,thereby requiring no expenditure of County funds. RECOMMENDATION: The Manager recommends that the bid be awarded to Gulf States Distributing in an amount of$47,610($529 per weapon).
