~~q <br />DRAFT Minutes from June 6, 2007 Planning Board meetinc~concerninq: <br />Item # 9 Six-Month Development Moratorium in the Carrboro Northern Study Area <br />Following a brief presentation by Craig Benedict, the Planning Board had the following <br />questions and comments. <br />Jeffrey Schmitt: How many things are currently in queue in the Carrboro Moratorium <br />area? <br />Craig Benedict: 3 or 4 issues that concern rezoning. <br />Brian Crawford: Could Carrboro have legal action concerns? <br />Judith Wegner: JPA annexed 1988-1989? <br />Craig Benedict: It includes 2 areas in 1987 JPA. <br />Judith Wegner: Are the boundaries the same? <br />Craig Benedict: Yes, Transition Areas 1 and 2. <br />Brain Crawford: New applications should be subjected to 6-month moratorium. <br />Michelle Kempinski: What about if it's just rezoning? <br />Brian Crawford: Any new applications, rezoning or otherwise, should have a 6 month <br />moratorium, but anything in current queue should not be subject to this. <br />Brian Crawford: We are limited as to what we can and can't do. <br />Jeffrey Schmitt: Can we modify #6, application in process? <br />Motion by Judith Wegner: <br />1. Move that the Orange County Planning Board advise the Board of Commissioners <br />that it has reviewed the proposal from Carrboro for a moratorium and recommends <br />that any such moratorium not apply to projects for which proposed request for <br />rezoning or permits have been properly filed and are pending at this time; and <br />2. That for other proposals not yet submitted that we would support and recommend <br />that they adopt a 6-month moratorium. <br />Second Brian Crawford. <br />Vote: 8 in favor, 2 opposed. <br />Donna V.
