1 <br /> 1 Attachment 2 <br /> 2 <br /> 3 DRAFT MINUTES <br /> 4 BOARD OF COMMISSIONERS <br /> 5 Work Session <br /> 6 February 9, 2016 <br /> 7 7:00 p.m. <br /> 8 <br /> 9 <br /> 10 The Orange County Board of Commissioners met in a work session on Tuesday, February 9, <br /> 11 2016 at 7:00 p.m. at the Southern Human Services Center, in Chapel Hill, N.C. <br /> 12 <br /> 13 COUNTY COMMISSIONERS PRESENT: Chair McKee and Commissioners Mia Burroughs, <br /> 14 Mark Dorosin, Barry Jacobs, Bernadette Pelissier, Renee Price and Penny Rich <br /> 15 COUNTY COMMISSIONERS ABSENT: <br /> 16 COUNTY ATTORNEYS PRESENT: John Roberts <br /> 17 COUNTY STAFF PRESENT: County Manager Bonnie Hammersley, Deputy Manager Travis <br /> 18 Myren and Clerk to the Board Donna Baker (All other staff members will be identified <br /> 19 appropriately below) <br /> 20 <br /> 21 Chair McKee called the meeting to order at 7:07 p.m. He noted the following items at <br /> 22 the Commissioners' places: <br /> 23 - Letter: update from Orange County Department of Aging <br /> 24 - Hardcopy of agenda for BOCC assignments <br /> 25 <br /> 26 1. Board of County Commissioners' (BOCC) External Advisory Board Appointees <br /> 27 <br /> 28 BACKGROUND: The Board suggested in 2014 to invite County-appointed advisory board <br /> 29 representatives to external boards to a work session, in order to give these appointees an <br /> 30 opportunity to provide updates/concerns on issues they think should be brought to the Board's <br /> 31 attention related to their advisory board service. It is in everyone's best interest to improve <br /> 32 communication with these Orange County representatives, and to better coordinate their work <br /> 33 for the betterment of the County. These appointees have been solicited to submit updates, <br /> 34 concerns, and suggestions if they wish. The appointees have also been invited to address the <br /> 35 Board at the meeting, all in order to provide a better line of communication between the Board <br /> 36 and its appointees to external advisory boards. <br /> 37 <br /> 38 The external appointees that attended this meeting: <br /> 39 • Carrboro Northern Transition Area Advisory Committee: Anahid Vrana <br /> 40 Anahid Vrana said this Committee is concerned about the area of Old Highway 86, <br /> 41 around the Calvander area. She said this Committee is most concerned about the actual road <br /> 42 of Old Highway 86, and the County's future Twin Creek park site. <br /> 43 Anahid Vrana said neighbors are very excited about the park site, but are concerned <br /> 44 about the entrance/exit to the park, as it is a blind intersection. She said the development is <br /> 45 concerned, but has come up with some ideas. She offered one suggestion to enter the park <br /> 46 with a right hand turn and to exit the park behind the school and onto Eubanks Road. <br /> 47 She said the Department of Transportation (DOT)was able to drop a perpendicular road, called <br /> 48 Deer Ridge, to give more sight line to that road area, but there is still a lot of blind traffic. <br /> 49 She said the County built a beautiful path from behind Morris Grove Elementary School to the <br /> 50 Lake Hogan sub-division, which is an asset and connects with Twin Creek Park.
