2 <br />The only add alternate that was not considered at this time was ball field lighting and controls <br />(Alternate price of $128,600). Although it appears that there may be enough funds in the project <br />budget to add this alternate, staff and the County's consultants (Coulter, Jewell and Thames) <br />feel, in light of recent soil borings, that there is a high probability of encountering some <br />unsuitable soils during construction. Therefore it is advised that the County wait until after <br />grading work is completed to consider adding the ball field lighting into the project. <br />The total budget for this project will be $1,695,149. This includes $1.2 million from 2001 Bonds, <br />and $500,000 from a recently awarded grant from the N. C. Parks and Recreation Trust Fund., <br />and if desired by the Board, up to $148,000 from Payment -in- Lieu Funds (Northern District). <br />Currently, $1,547,149 is available in the project account after architect fees, surveys and <br />environmental assessments. The fund will have $267,868 remaining after this action, which will <br />be designated for expected contingencies, possible ball field lighting and other incidentals. <br />FINANCIAL IMPACT: The 2001 voter approved bonds included $1,200,000 for development of <br />Northern Park. In addition to this amount, the County also received $500,000 from a recently <br />awarded grant from the N. C.. Parks and Recreation Trust Fund. Previous discussions of the <br />park have included the addition of available payment-in-lieu funds from this park district, with <br />$148,000 available. As outlined above, sufficient funding is available in the budget to fund <br />$1,547,149 in construction costs with contingencies and the alternates listed above. <br />RECOMMENDATION(S): The Manager recommends that the Board award a bid and approve <br />a contract with Faulconer Construction in an amount not to exceed $1,547,149 for the <br />construction of the Northern Community Park; and authorize the Chair to sign on behalf of the <br />Board. <br />
