ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: September 19, 2007 <br />Action Agenda <br />Item No.. f~ - .~ <br />SUBJECT: Emergency Services/9-1-1 Center Upfit: Approval of Construction Manager at <br />Risk <br />DEPARTMENT: Purchasing <br />PUBLIC HEARING: (Y/N) No <br />ATTACHMENT(S): INFORMATION CONTACT: <br />Draft Contract (Available for Review in Pam Jones 919 245-2652 <br />the Clerk's Office) <br />PURPOSE: To consider approving a contract not to exceed $6,500 with Resolute Building <br />Company ("RBC"), Chapel Hill, NC for pre-construction services associated with Construction <br />Manager at Risk (CMAR) for the upfit of a building on Meadowlands Drive, Hillsborough for use <br />as the Emergency Services/9-1-1 Center. <br />BACKGROUND: As authorized by the Board in June 2007, staff solicited proposals and <br />interviewed for Construction Manager at Risk Services over the summer for both the Animal <br />Services Facilty project and the upfit of a County-owned building for use as the Emergency <br />Services/9-1-1 Center. Three of the five responding firms were interviewed for the work, with <br />RBC deemed to be the best fit for the Emergency Services/9-1-1 Center Upfit project. <br />Established in 1984, the Chapel Hill-based firm has a variety of projects that directly meet the <br />expertise needed to convert the County-owned building on Meadowlands Drive, Hillsborough <br />into a first rate Emergency Services/9-1-1 Center. Examples include the Mebane Police Station, <br />Graham Police Station and the Chatham County Emergency Operations Center: Asa value- <br />added component, RBC will be serving as CMAR for the Central Orange Senior <br />Center/Sportsplex Renovation project, which is in close proximity of the Emergency Services/9- <br />1-1 Center. This proximity is expected to allow economy of scale, particularly through the <br />supervision of both projects by RBC staff. The Board will recall that RBC served as the general <br />contractor in the construction of the Pearl and Robert Seymour Senior Center, which opened for <br />business in May 2007. <br />RBC is also familiar with the CMAR method of project delivery, having entered into such types <br />of agreements with the State of North Carolina. <br />If appointed by the Board, RBC would join the development and construction team immediately <br />and would provide pre-construction services in concert with the team during the design <br />
