He <br /> 15 said he is unaware of any other county doing this process. <br /> 16 Commissioner Rich said the information provided by citizens may correct previously held <br /> 17 information by the tax office. She asked if there is a plan in place to insure that citizens will not <br /> 18 get penalized for bringing forward new discoveries. <br /> 19 Dwane Brinson said when there is information that changes the property value, the tax <br /> 20 office is sending a change of value notice to the property owner. He said there are four people <br /> 21 in the tax office receiving these forms. He said all forms are reviewed individually and <br /> 22 responses are given when requested. <br /> 23 Commissioner Rich asked if residents are aware that the information they provide may <br /> 24 affect their 2017 tax bill. <br /> 25 Dwane Brinson said yes. <br /> 26 Commissioner Rich said she is concerned that residents understand that new <br /> 27 discoveries will affect the tax bill moving forward, but that they will not be penalized in arrears <br /> 28 for discoveries. <br /> 29 Dwane Brinson said the more information the tax office has, the better and more <br /> 30 accurate the revaluation will be. <br /> 31 Commissioner Rich said there must be trust built with the community. <br /> 32 Commissioner Price asked if the revaluation will impact properties that have undergone <br /> 33 absolutely no changes. <br /> 34 Dwane Brinson said property values are determined based on sales, and the valuation <br /> 35 of a house that has not sold in 25 years would be based on sales of similar properties. He said <br /> 36 notices of value will be sent out between December 2016 and January 2017 along with <br /> 37 information about the appeals process. <br /> 38 Commissioner Price asked if most property values are anticipated to rise. <br /> 39 Dwane Brinson said the sales that will be used for the revaluation have yet to occur and <br /> 40 will do so in 2016. He said there will be some properties that will drop in value. <br /> 41 Commissioner Dorosin asked if the presentation could be broken down into layman's <br /> 42 terms. <br /> 43 Commission Dorosin reviewed his understanding of the presentation: the tax office will <br /> 44 create a schedule of values based on all the sales in Orange County in 2016; categorize the <br /> 45 sales based on types of houses; tax staff will go to every neighborhood and assess the <br /> 46 properties without entering the homes. <br /> 47 Dwane Brinson said the tax office currently has construction grades on every house in <br /> 48 Orange County. He said the schedule of values will go a bit deeper than as described by <br /> 49 Commissioner Dorosin, but his general overview of the process is accurate. <br />
