Permit Systems Analyst <br />Page 2 "~' <br />KNOWLEDGE REQUIl2ED BY THE POSITION: <br />• Knowledge of relational database management systems and structures. <br />• Knowledge of Microsoft Access Query Builder, SQL Query Language, Visual Basic and related reports <br />software. <br />• Knowledge of the principles and practices of planning, zoning, land use and inspections. <br />• Knowledge of the county's Zoning Ordinance, development ordinance and land use regulations. <br />• Knowledge of relevant state and federal laws and regulations. <br />• Skill in performing planning functions. <br />• Skill in reading and interpreting maps, blueprints, and site plans. <br />• Skill in the use of a personal computer and word processing, spreadsheet, graphics design, geographic <br />information system and database software packages. <br />• Skill in public and interpersonal relations. <br />• Slcill in oral and written communication. <br />SUPERVISORY CONTROLS: The Building Services Manager assigns work in terms of very general <br />instructions requiring the use of much judgment. Completed work is spot-checked for accuracy, compliance <br />with instructions and procedures, and the nature and propriety of the final results. <br />GUIDELINES: Guidelines include relevant state and federal laws; state building codes, national electrical <br />code, and standard database practices. <br />COMPLEXITY: The work consists of varied database administration duties. The need to create and maintain a <br />software system that incorporates the desires of the Planning and Inspections Department while at the same <br />time meeting the desires of the Finance, Budget, Tax Assessor and Land Records departments contributes to the <br />complexity of the work. <br />SCOPE AND EFFECT: The purpose of this position is to oversee the design, development, implementation, <br />training and maintenance of the Permits Plus computer system. Successful performance in this position helps <br />ensure the accuracy, integrity, and security of the data in the Permits Plus computer system and contributes to <br />effective department operations. <br />PERSONAL CONTACTS: Contacts are typically with co-workers, other county employees, real estate agents <br />and developers, county officials and department heads, business representatives, utility providers, government <br />agency representatives, law enforcement personnel, building inspectors, industry professionals, attorneys, <br />planners graphic specialists and the general public. <br />PURPOSE OF CONTACTS: Contacts are typically to give and exchange information, provide services, <br />resolve problems, motivate or influence persons, and justify, defend, negotiate or settle matters. <br />
