• increased volume of commercial inspections;
• stronger emphasis on pre-development review and plans examination;
• greater integration of plans review efforts with other County and external agencies;
and
• increased responsibilities for accurate setting, collection, and budgeting of fees and
fee revenue.
In summary, Personnel staff (again working with analytical support from The MAPS Group)
recommend that the Board approve amendments to the position classification plan that will
facilitate Personnel's reclassifications of the following existing positions:
EXISTING PROPOSED EXISTING PROPOSED EFFECTIVE PROPOSED
CLASSIFICATION CLASSIFICATION SALARY SALARY DATE SALARY
GRADE GRADE RANGE
Finance Director Financial Services 31 31 12!03/07 $79,212 -
Po.sition # 134 Director $126,632
Landfill Operations Landfill/Transfer 22 19 9/24/07 $43,796 -
Manager Supervisor $70,013
Position # 844
Code Enforcement Building Services 24 26 9/24/07 $61,880 -
Supervisor Manager $98,924
Position # 207
Plans Examiner Chief Inspector and 18 21 9/24/07 $48,342 -
(Position # 206) Plans Examiner $77,281
Permit Systems Permit Systems 20 22 9/24/07 $50,788 -
Developer Analyst $81,193
Position #214
Administrative Permits 12 14 9/24/07 $34,214 -
Assistant II Coordinator $54,694
Position # 893
FINANCIAL IMPACT: Adequate funding for each of the new positions in the proposed
classifications has been included in the respective departmental appropriations in the B000-
approved budget for FY 2007-08. Funding for the salary increases associated with the
proposed reclassifications within the Planning & Inspections Department will come from existing
departmental appropriations in the 2007-08 budget. There is no additional funding required for
the proposed reclassifications of the positions in Finance or Solid Waste Management.
RECOMMENDATION(S): The Manager recommends that the Board amend the Classification
and Pay Plan, as outlined in the tables in the "Background" section of this abstract, to:
• add 9 new classes (Athletic Program Supervisor, Environmental Health Technician, Staff
Attorney, Water Resources Coordinator, Landfill/Transfer Supervisor, Building Services
Manager, Chief Inspector and Plans Examiner, Permit Systems Analyst, Permits
Coordinator);
• delete 3 old classes (Landfill Operations Manager, Code Enforcement Supervisor, Permit
Systems Developer) that will become unused on the effective dates noted; and
• retitle 1 class (Finance Director to Financial Services Director) on the effective date noted.
