~~ <br />Up ated 091907 <br />JOB TITLE: Chief Inspector and Plans Examiner <br />DEPARTMENT: Planning and Inspections, Orange County <br />JOB SUMMARY: The position provides administrative support in the Division by managing the daily <br />operations of the Eeld inspections, code enforcement and residential and commercial plan review process; <br />also conducts inspections and commercial plans examination work that ensures compliance with North <br />Carolina State Building Codes, including building, electrical, mechanical and plumbing and related codes <br />and ordinances. <br />MAJOR DUTIES: <br />• Provides guidance to inspectors in the field, answering questions and interpreting sections of the <br />code; responds to difficult inquiries and complaints. <br />• Assists with training, supervision and evaluation of staff; makes work assignments; schedules and <br />provides training and works with inspectors to assure consistency of application of codes. <br />• Guides staff in malting complex interpretations and decisions concerning technical problems related <br />to plan checking, building inspection and code enforcement. <br />• Provides oversight to plans review meetings with developers of commercial projects. <br />• Reviews residential plans, commercial and industrial plans, renovations, improvements, additions <br />and alterations to existing buildings to determine compliance with building, electrical, mechanical <br />and plumbing codes; develops checldists and procedures for plans review. <br />• Assists in the development of departmental procedures and policies. <br />• Supervises the division in the absence of the Building Services Manager. <br />• Performs on-site field inspections as needed; inspects building, electrical, plumbing and mechanical <br />installations for compliance with state and local building codes and regulations. <br />• Provides guidance to developers, contractors, and citizens to ensure compliance with application and <br />code requirements. <br />• Conducts inspections, prepares inspection reports, advises of necessary corrective action and <br />maintains all related records. <br />• Reviews permit applications prior to issuance of permits. <br />• Approves final inspection certificates. <br />• Prepares correspondence, sketches, drawings and related documents in response to requests for <br />information, inquiries, clarifications and documentation of findings related to inspections. <br />• Issues stop work orders and condemnations. <br />• Makes periodic inspections for hazardous or unlawful conditions; condemns unsafe buildings. <br />• Interprets building codes and regulations for citizens, contractors, builders, and developers as <br />requested. <br />
