~~ <br />Updated 091907 <br />JOB TITLE: Building Services Manager PL/3 <br />DEPARTMENT: Planning and Inspections, Orange County <br />JOB SUMMARY: This position is responsible for supervising and providing leadership for all operations <br />of the Inspections Division <br />MAJOR DUTIES: <br />o Plans, organizes, and directs all building code enforcement activities for the county. <br />o Provides staff leadership as the "Authority having jurisdiction" over the interpretation and <br />implementation of the NC State Building Codes. <br />o Directs and monitors division processes: supervises the operations of Inspectors engaged in plan <br />reviews, permit issuance and building, electrical, plumbing and mechanical inspections for new <br />construction and renovations within the county. <br />o Directs Inspectors engaged in the checking of plans for structural integrity and building, <br />electrical, plumbing, and mechanical installation and related code violations. <br />o Responds to complaints and concerns of citizens, architects, contractors and others; researches <br />issues. <br />o Coordinates divisional activities with other county agencies as well as other jurisdictions. <br />o Interviews, trains, supervises, assigns, directs and evaluates the work of assigned personnel, <br />including staff involved in inspections, plans review, issuance of permits and tracking and <br />reporting of inspections activities. <br />o Researches and recommends new and revised policies and procedures relating to code <br />enforcement, recordkeeping, permitting, customer service and departmental administration.. <br />o Reviews new and updated software applications that may improve department and division <br />processes. <br />o Prepares division budget and monitors expenditures; recommends new fees. <br />o Prepares various reports, including revenue reports, U.S. Census reports, and monthly building <br />and inspection activity reports. <br />o Researches and analyzes division functions to aid in determining appropriate permit fees. <br />o Assigns code inspections to appropriate Code Enforcement Officer. <br />o Performs onsite inspections to ensure that structures are in compliance with codes and <br />specifications and to check for quality control; oversees conducting field inspections to detect <br />zoning and code violations; issues condemnation notices for buildings determined to be unsafe. <br />
