2 <br />NEW POSITION PROPOSED PROPOSED SALARY <br /> CLASSIFICATION SALARY GRADE RANGE <br />Athletic Program Athletic Pragram Supervisor 16 $37,765 - <br />Su ervisor $60,372 <br />Environmental Health Environmental Health 14 $34,214 - <br />Technician -Well Technician $54,694 <br />Program & Indoor Air <br />Qualit <br />Staff Attorney Staff Attorney 27 $65,014 - <br /> $103,933 <br />Water Resources Water Resources 22 $50,788 - <br />Coordinator Coordinator $81,193 <br />The Board has previously approved the classification of two other new positions for FY 2007-08 <br />- Parks Conservation Specialist/Turfgrass Manager and Housing Program Coordinator - at the <br />August 21, 2007 and September 6, 2007 BOCC meetings, respectively. <br />Reclassification of Existing Positions <br />Occasionally in local government, the duties, responsibilities, and other factors that potentially <br />affect the accurate classification of a position evolve over time. Section 7.0 of Article VI of the <br />Personnel Ordinance establishes the County's process for addressing such situations. <br />Financial Services -The County Manager has decided to consolidate the major financial <br />management functions of Orange County government -including finance, budget, debt <br />management, and purchasing -under one director. With the planned retirement of the County's <br />long-serving Finance Director at the end of November 2007, it seems prudent to modify the title <br />of the existing Finance Director classification to one of Financial Services Director. This will <br />allow County staff to recruit for the Finance Director's successor with a classification that reflects <br />the broader responsibilities that will be assigned to the position by the County Manager. <br />Landfill Operations - The Landfill Operations Manager position in the Solid Waste Department <br />became vacant in June 2006. Personnel and Solid Waste have conducted several recruitment <br />cycles that have failed to yield a successful candidate to fill the position. Of necessity, several <br />of the most critical duties of the vacant position have had to be absorbed by the Solid Waste <br />Operations Manager, the Landfill Engineer, and others. The Department has proposed, and <br />Personnel concurs with, a reclassification of the vacant position to a lower salary grade. The <br />reclassified position would retain supervisory responsibility for 12 personnel, but would have <br />less rigorous requirements for technical landfill management expertise and for formal education. <br />Inspections Division -Planning & Inspections Department -The Department requested review <br />of four positions in the Inspections Division, noting that the duties and responsibilities of each <br />had become more demanding since the County's 2001 Classification & Pay study. Significant <br />changes in the Division's work environment that persuaded Personnel staff that reclassification <br />of each position is warranted include, among others, the following: <br />• increased number of inspection positions now in place; . <br />• greater emphasis on and delivery of direct customer service; <br />• enhanced technological capabilities for recording and reporting status of permit <br />applications and inspections on individual properties/projects; <br />
