l~ <br />Financial Services Director, Financial Services <br />Page 3 <br />Updated 091907 <br />o Monitors developments in state legislation and maintains awareness of current issues <br />related to financial services matters, evaluating their impact upon County operations <br />and recommends and implements policy and procedural improvements. <br />o Serves on the County's management team, comprised of ltey staff members and the <br />County Manager, which develops recommendations for consideration by the Board of <br />Commissioners. <br />o Performs other related duties as assigned. <br />KNOWLEDGE REQUIlZED BY THE POSITION: <br />o Knowledge of the generally accepted accounting principles and practices of public <br />finance, budget preparation and administration, governmental accounting, auditing, <br />purchasing and bidding, and debt issuance and management. <br />o Knowledge of economic trend forecasting and analysis techniques. <br />o Knowledge of special requirements pertaining to accounting and investment of <br />government funds. <br />o Knowledge of government auditing procedures. <br />o Knowledge of relevant federal and state laws, county ordinances, and department <br />policies and procedures. <br />o Ability to evaluate complex financial systems and efficiently formulate and install <br />accounting methods, procedures, forms and records. <br />o Ability to prepare financial reports and financial statements. <br />o Skill in developing and implementing policies and procedures. <br />o Sltill in problem solving and decision-malting. <br />o Sltill in management and supervision. <br />o Skill in gathering and analyzing complex data. <br />o Skill in operating office equipment such as a computer and calculator. <br />o Sltill in oral and written communication. <br />
