i7 <br />Updated 091907 <br />Financial Services Director, Financial Services <br />Page 2 <br />o Oversees the county' s cash management and investments program: develops and <br />implements sound cash management and investment policies in accordance with <br />statutory guidelines; develops strong banking relationships through use of written <br />banking policies; ensures that all idle cash is invested in compliance with NC General <br />Statutes and investment policies; prepares cash flow forecasts or projections that <br />determine future commitments and facilitate the investment of idle cash; ensures that <br />interest earned on investments is allocated to the appropriate accounting fund; and <br />ensures that all cash and investment transactions are properly recorded on the <br />County's general ledger. <br />o Oversees a comprehensive debt management program: develops, monitors and <br />maintains a debt management policy; monitors all outstanding debt; ensures that debt <br />service payments are made on time and all penalties are avoided; oversees the sale of <br />all county-authorized bonds and the issuance of all other debt instruments; monitors <br />market indexes routinely for potential refinancing and other opportunities to save <br />money; and prepares annual updates and presents them to the Board of County <br />Commissioners. <br />o Provides advice and counsel to County management personnel and other employees in <br />financial services matters to assure conformance with County policy, statutory <br />regulations, other accounting guidelines and the approved budget. <br />o Develops special analyses: directs and participates in the preparation of various <br />financial reports including expenditures, tax reports, and state and federal reports. <br />o Prepares for and assists external auditors in their review and preparation of annual <br />audit. <br />o Coordinates and participates in fiscal year-end closing of financial records. <br />o Reviews, develops and modifies accounting methods to improve existing procedures, <br />ensures conformance with policy and increases effectiveness. <br />o Develops long- and short- range goals and objectives concerning financial services <br />division programs and activities. <br />o Conducts presentations to the Board of Cornrnissioners, various committees and boards <br />and the general public on division programs, projects, and activities. <br />o Assures the establishment and maintenance of appropriate and accurate records <br />systems. <br />
