Staff Attorney <br />Page 2 <br />KNOWLEDGE REQUIRED BY THE POSITION: <br />o Knowledge of NC General Statutes and legal principles, precedents and practices and <br />their application to assigned functions, especially real estate and contract law. <br />o Knowledge of County organization, departments and functions, and policies and <br />procedures. <br />o Knowledge of judicial and quasi judicial procedures and the rules of evidence. <br />o Strong analytical and writing skills. <br />o Slcill in collaborative conflict resolution, negotiation and meeting facilitation <br />o Ability to analyze the legal aspects of governmental problems and to provide sound <br />advice and assistance to officials. <br />o Ability to research and analyze facts, evidence and legal instruments and to present facts, <br />law and arguments clearly, logically and persuasively. <br />o Ability to express conclusions and arguments clearly and logically in oral and written <br />forms. <br />o Ability to establish and maintain effective working relationships with Board Officials, <br />County Manager, department heads, staff, and citizens. <br />o Ability to interpret and apply constitutional provisions, statutes, administrative <br />regulations, court decisions and other precedents. <br />SUPERVISORY CONTROLS: The County Manager assigns work in terms of very general <br />instructions requiring the use of much judgment. Completed work is spot-checked for the nature <br />and propriety of final results. <br />GUIDELINES: Guidelines include relevant federal and state laws and regulations; county and <br />department policies and procedures; and county ordinances and regulations. These guidelines <br />require judgment, selection, and interpretation in application. <br />COMPLEXITY: The work consists of varied research, technical, and administrative duties. The <br />need to interpret and apply codes and ordinances to many different situations contributes to the <br />complexity of the work. <br />SCOPE AND EFFECT: The purpose of this position is to provide legal advice on assigned legal <br />issues and programs. <br />
